The timing is regulated by a special mesurement system composed mainly of hampsters and lampshades suspended above the nearly-endless, not-so-bottmless-abyss of not-quite-so-unfriendly-darkness, which is guarded chiefly by the not-so-scary-almost-demon-knight of the island just north of hell. It's all more or less quite possibly scary but never proven as such.
