Personally I find myself more mature than most people my age since I've traveled around the world and lived in different environments.
Take China for one. Just came back from living three years in Beijing. Lots a restrictions..also lots of fun. smile
Certain things like smoking or underage drinking is not an enforced law over in beijing. smile its great. I think that when something like that is not restricted it is not desired at much. So people become more mature about it and know when to stop. We go out have a good time, but don't drink tooo much ;D and hopefully no shisha :/
