Anti-Sora was created as a show of power. Riku had gain control of the power to control Heartless in an attempt to be stronger than his best friend. In the end, Anti-Sora was created and then forgotten as simple as that.
Even though Anti-Sora was supposedly destroyed by it's original, he still returned, it still wishes for the affection that only Sora will recieve because it's nothing more than a shadow right?
People will always gladly take a real person over a shadow. They would only follow you around, you can't have a real conversation with it, you can't hold it, it can't return your love.
