Okay, so I have a small prompt for anyone who reads this. Basically, It's about Batman. Yes, Batman. Y'see, I believe that people who like batman really like the way that he's different from Superman. Since he has no powers, we can all relate to him rather than the "man of steel" that is Superman. Batman is amazing in the way that he can compete with these other crazily jacked and super-powered heroes.
The question is as follows; Why is there only one person in the group of the usual bad guys actually superpowered? Here are my conclusions based on the movies.
Like honestly, the Joker just uses the fact that he's got an underground organization of "goonies" to do his bidding and creates simple chemical mixtures that hurt or kill civilians.
The penguin was a strange, disformed baby cast away to live with underground penguins (I'm not even gonna try to tell you what that's about). He controls them by manipulating their brains with technology or something. I dunno actually, I haven't seen Batman Returns in a really long time.
Now, representing all the crazy cat ladies of the world is definitely Catwoman. She fell from a building and went crazy I suppose (but are there any sane villains in Batman anyways?) and now just jumps around and acts like a cat. No superpowers for her, unless you count the fact that she just so happens to get shot seven times and survive. But to be fair, there have been occurrences like that before.
Ah, my personal favorite; the Riddler. Jim Carrey does an excellent maniac, but anyways, the Riddler is pretty much a normal, high I.Q.ed guy who was crazy to begin with. He happens to invent a machine that makes him a lot smarter, but sadly, he possesses no strength or superpowers.
Okay, so I don't like Two-Face too much because his personality is too much like the Joker's, but I'll get past it someday. He has nothing but too many "goonies" with guns and a bad case of split-personality. Oh, and a shiny coin.
Mr. Freeze is kind of tough to tell, but my theory is that although he doesn't posses a superpower, he is genetically incapable of having an average person's body heat. Seriously guys, I really have no idea, so if there's some sort of story behind how he became all cold and such, please share it. But anyways, he uses these odd diamonds or something to power his ice-making thing ((Okay, I sound like a n00b now, but I'm not good with technical terms)).
Poison Ivy. The only exception I know of. Now, because of a genetic/scientific/some kind of chemical thing, she can manipulate plant growth WITHOUT A MACHINE~! *gasp* O_O Why the heck is she the only one?
There are a ton others (Bane, Scarecrow, ect) but none really have actual powers. Someone please explain?
((Side note: Christian Bale (the guy who plays Batman in the newest movie and the one coming out soon) voiced Howl in Howl's Moving Castle. The world is weird.))
