I know what you mean, and I think that it's not fair, but life isn't fair, and that we as individuals should try to treat others as equally as we can. The "angels" get punished more harshly because they're trying to prevent them form turning into trouble makers, and the bad kids they know don't really care much about the punishment, so the teachers don't care either, and if the trouble makers are good, then they get rewarded to encourage good behavior.....get it? I know it's not fair, bu that's the logic behind it, I think.

But then again, one could also argue that the teachers should care more about the trouble-makers and devote more time to them than the "angels" because the "angels" are already at a point where, hopefully, they don't need a lot of help. If a person is bad, we as humans should thrive to improve that person.
