She just couldn't decide, she needed him, but they needed her. Navi closed her eyes tightly, thinking about these made her heart ache. She couldn't take the throne with out Zagna, or else Anthony takes over. But seeing her people suffer under him would cause too much guilt to bear. I have to change his mind, I just have to!
